Healthcare Prototype Enhancements – Utility-Sponsored Stakeholder Meeting

April 20, 2026 | 11am–1pm PT

Statewide CASE Team’s Utility-Sponsored Stakeholder Meetings – Round 2

These webinars provide an opportunity to collaborate on cost-effective proposals to update the California Energy Code and improve energy efficiency and system performance in California buildings.

The April 20th meeting will cover the following Proposed Nonresidential Updates to the 2028 California Energy Code:

  • Healthcare Prototype Enhancements

Healthcare facilities were brought under the California Energy Code during the 2019 code cycle but were exempted from many energy-saving measures. Several exemptions remain in place, even though significant additional energy-saving opportunities exist; these may be addressed by revising or removing certain healthcare exceptions. Three such measures are being proposed by the CASE team. To assess the impacts of the proposed changes, the building energy models must represent healthcare facilities more realistically. This stakeholder meeting will review the CASE team’s recommended updates to the current hospital prototype, share details of a new skilled nursing facility prototype under development, and seeks input to ensure the proposed enhancements reflect healthcare-sector building and operational characteristics in California.
