Share a proposal idea

At the beginning of every code cycle, the Statewide Codes and Standards Enhancement (CASE) Team asks the public to provide ideas for proposals to improve the energy code. Provide your ideas to highlight operational challenges, uncover gaps or unintended consequences, and point to practical solutions.      

The public can also propose an energy efficiency measure for consideration in current or future Energy Code updates directly to the California Energy Commission (CEC). To document a proposed measure and its’ cost-effectiveness, use theBuilding Energy Efficiency Measure Proposal Template. Samples of past proposalsare available in the2025 Energy Code docketor by request. The Public Advisor’s Office can help anyone with questions about the proceedings. 

The Statewide CASE Team periodically distributes email notifications that promote upcoming meetings, provide materials from past meetings, and update stakeholders on the progression of the CEC’s rulemaking process. You can choose to receive measure-specific and/or general updates on these topics depending on your needs. 

  1. Go to the CEC EFiling and ECommenting webpage.
  2. Select “Comment on a Proceeding.” 
  3. Enter the docket number (for example, “25-OIR-02” or whatever docket you are commenting on) or search the code year in question such as the “2028 Energy Code” and continue. 
  4. Fill in the required information and any other requested contact information. 
  5. Then either: Type your comments directly into the comment text box and upload a document (typically a searchable PDF or Word document) if applicable. 
  6. Submit the comment. Once accepted, it becomes part of the public docket record.

Alternatively, you can also email comments to the CEC Docket Unit at: [email protected]. Include the docket number in the subject line. The CEC also accepts mailed comments when properly identified with the docket number. 

On the Building Energy Efficiency Standards page, you can choose the code version and find a particular docket number. 

Sharing knowledge and data is essential to developing the California Energy Code because these ground code proposals in real-world situations and performance. Sharing data leads to more practical, enforceable codes that achieve meaningful energy savings. 

Each code cycle the Statewide CASE Team holds a series of webinars to connect early in the cycle and build involvement in the California Energy Code update process.  The webinars provide opportunities to collaborate live on cost-effective proposals to improve energy efficiency and system performance in California buildings.  Our webinars introduce the Statewide CASE Team’s proposal ideas and offer opportunity for your participation and to provide clarifying questions and answers. 

The CEC encourages public participation in its proceedings.  You can attend a CEC workshop and provide verbal comments to the record. Written comments can be submitted to the rulemaking docket. Instructions for submitting comments can be found on workshop notices.  Information on CEC events can be found on the CEC’s Buildings Energy Efficiency Standards page. 

A Codes and Standards Enhancement Report (CASE Report) presents the justification for a code change proposal by documenting the technical and cost-effectiveness information needed for the CEC to assess the impact on building energy-efficient design practices and technologies.  Draft CASE Reports are an excellent opportunity for your contributions to help shape the final proposal put forth in a Final CASE Report.

Surveys are an integral part of the Statewide CASE Team’s code proposal development process. In every code cycle, we design and execute surveys. Our “All Stakeholders” survey gathers information on how we can engage stakeholders more effectively during a code cycle. It is deployed at the beginning and end of the code cycle with the same or similar questions to gauge progress over time. Another survey we deploy is the Topic Specific surveyThis survey informs stakeholders that the Statewide CASE Team is looking for data or input on specific code change proposals. The Statewide CASE Team is also interested in any general questionsconcerns or issues of priority to stakeholders.
